Abstract: Telecommunications companies and agencies are subject to continuous changes from external sources in the form of government policies, such as deregulation, privatization or diversiture from new technologies, or public demands for better services. Telecommunication organizations tend to have very reactive cultures. In this paper an approach is suggested for managing change successfully in the organizations which is based on creating a culture of change through participation, involvement and team building. A case study is used and the responses of two different groups of international managers are explored.
