Abstract: The transition from a planned to a market economy is confronting the population of the new German Lander with a formidable challenge. The transition cannot be effected simply by |restoring the ruins|: a complete reconstruction is necessary. It requires a shift in political objectives: rather than harmonisation of conditions between East and West, the courage to |be different| should form the basis for innovations in the new German Lander.
