Title: An analysis of the development strategy of the telecommunications industry in Taiwan

Abstract: In order to build the national information infrastructure (NII) to develop Taiwan into the Asia-Pacific Regional Operations Centre, and to manage rapid changes of the telecommunications technology, the Taiwan government should establish its own development strategies of telecommunications industry. This paper analyses the local telecommunications industry by conceptualising development strategies, and employs the Analytic Hierarchy Process to prioritise these strategies appropriate to the local situation. The propositions of this research are realising the liberalisation by appointing a timetable to open up a type I fixed service market, rationalising current tariffs, managing domestic networks by drawing up technical protocol of interconnection, cooperating with foreign companies to prepare for internationalisation, and accelerating privatising Chunghwa Telecom Co. Ltd., the sole local fixed service enterprise.
