Abstract: The transition to a market-led economy in the Russian Federation is requiring new forms of behaviour in employees and managers of industrial organizations. This paper addresses the personnel and human resources issues in encouraging appropriate behaviour in trainee managers and existing staff, including the assimilation of new value systems and the development of new social and professional skills.
