Abstract: Upon choosing a nuclear option and during the implementation or operation of the project, frequently two main questions are asked relevant to the effectiveness of both the project management and the operating organisation and the regulatory authority or system that is responsible for performing the regulatory functions necessary to assure the safety and security of the whole project and the security of the nuclear materials involved, as well as the safety and security of the environment. This paper describes the main procedures that can be adopted as indicators of the effectiveness of both the operational system and the regulatory system. Moreover, some issues concerning the role of the workers in the project, as well as on-site dosimetry issues and their impact on the operational system or the regulatory authority, are also discussed.
