Abstract: Based on the findings of the papers (KC Ho et al., 2005a, 2005b), the |Technometric| model of technological change of textile and clothing (T & C) industry and the key constituents of industrial policy which affects the technological development in the industry adopted by Italy, the USA and HKSAR have been developed. In the present paper, we attempt to measure the technological change of the industry in Hong Kong from 1974 to 2003 with the enhanced |Technometric| model and compare the results measured with the change of government industrial policy from 1973 to 2003.
