Abstract: The aim of this study is to identify the antecedents of innovation orientation in public procurement. A conceptual model is constructed based on a literature review. The empirical study is based on a survey conducted in a public agency. The empirical analysis of the conceptual model shows that the constructs for purchasing category development and purchasing support and procurement policies exert a statistically significant effect on the innovation orientation in public procurement. Our analysis also indicates that the construct for innovation orientation in public procurement has a statistically significant effect on the purchasing performance. The results suggest that by improving purchasing category development and purchasing support and procurement policies constructs, organisations may improve their innovation orientation in purchasing.

Keywords: purchasing and supply management; public procurement; innovation orientation.
