Abstract: The aim of this research was to investigate local administration organisation (LAO) capacity development for tourism promotion in the Andaman coastal provinces. This was achieved by studying the components and approaches of organisational capacity development for community tourism. A mixed method was employed through interviewing and survey was also conducted on policies and current operational status. The data were interpreted for contents and extracted into capacity components, which were developed into a structural equation model and test on consistency of the model The results revealed that organisational capacity components are comprised of five dimensions: 1) strategic leadership; 2) internal management; 3) network and relations; 4) infrastructure management; 5) financial management. The recommendations of LAO capacity development, also includes: 1) supporting community tourism networks; 2) promoting public participation in organising tourism activities; 3) utilising information technology; 4) encouraging collaboration capability and team work; 5) creating organisational tourism development plans.
