Abstract: In the world of cloud computing, there are many services for education. Sometimes these services are strongly in demand by learners. The institutions themselves should realize at this point that reducing the budget of IT implementation is necessary. Involving learners in the decision making process can help the organizations get the concrete idea about learning cloud service utilization. This paper proposes combined techniques to prioritize the services of learning cloud service. Our approach starts from requirement elicitation, and then analyzes the requirements in terms of prioritization. As a result, learners’ requirements of College of Art Media and Technology can be classified into three service groups.
