Abstract: Conditional access systems (CAS) are used in paid broadcasting services to ensure that only authorised users can access the protected content. It is therefore a crucial technology in developing paid broadcasting services. In a conventional paid broadcasting service environment, CAS technology based on a closed structure has many drawbacks. This paper proposes a common encryption-based scrambler to enable compatibility between different CAS technologies, thus ensuring equal access for all the business functions in the CAS.
