Abstract: Stakeholders wanted services but did not know how to access them, nor believed they had political power to be listened to; because their past experiences were that of rejection, intentional misunderstandings, and a lack of empowerment. This creates the core of an organisation's existence within the community that it aims to provide products and services wanted and needed.
