Prospects for collaboration and a common industrial policy in Europe for the high-technology industries

Abstract: There is a clear need for a common European industrial policy, despite the political factors that are tending to lead to market fragmentation within the EEC. In particular, possibilities exist for collaboration amongst European electronics companies in three fields: information and telecommunications (telematics); research and development; and video and satellite TV. This paper sets out the basic conditions that must be met by a European industrial policy. Amongst these are the need for a homogeneous, competitive free-market system that gives the highest priority to the possibilities offered by European standardization.
