Technology transfer and national science policy: biotechnology policy in Japan

Abstract: The key role of government industrial policies in Japan is reviewed. Focusing in particular on technology transfer and the coordination of research and development (R&D). Biotechnology is a field that can affect several sectors of the economy, and thus technology policy in this area has been directed by several government ministries. The organization of R&D and technology transfer in biotechnology in Japan is outlined. Some of the difficulties inherent in the Japanese strategy are discussed.
