Industry-university-government partnership in technology management in Poland: the system in transition

Abstract: The framework for industry-university-government cooperation in research and development (R&D) in Poland has undergone significant changes in recent years as a result of political and economic liberalization. The role of large government-controlled enterprises and government agencies in supporting R&D has diminished. The dynamically growing small business sector has not been able to fill the vacuum left by these entities in sponsoring R&D. Significant progress in disarmament between East and West and the collapse of the Warsaw Pact have decreased the demand for defence-related R&D. The liberalization of trade policies and the abolition of most Coordinating Committee on Multilateral Export Controls (COCOM) restrictions on technology transfer to Poland have reduced the need to undertake domestic R&D efforts in non-military areas. The unstable business environment and prevailing traditional management practices make difficult the creation of effective agreements with foreign partners in the field of technology management. In this paper we examine the changes that have taken place in Poland in the system of technology management and make recommendations for the future.
