Abstract: There is a widespread tendency for mature firms to shift their managerial emphasis from the development of products and processes towards increasing production capacity and intensifying marketing and distribution. These moves have often involved increasing managerial specialization, and have led to a reduced commitment to the development of major product changes. It may well be necessary in the future for western firms effectively to integrate specialized functions at successively higher corporate levels. The strengthening of a firm's technological contributions to the competitiveness of its products and production processes requires reaching beyond R&D and engineering criteria to evaluate policy or input requirements, production characteristics, factor prices, investment needs and market potentials.
