Ex-ante evaluation of European ICT policies: efficiency vs. cohesion scenarios

Abstract: Whether cohesion or efficiency policies should be encouraged is a major problem for policy makers. The paper conducts an ex-ante evaluation of the EU's ICT policies on regional development and regional disparities at NUTS 2 level for all 15 EU member states according to efficiency or cohesion ICTs policy options.
