A human capital management assessment tool for identifying training and development needs: application to Egyptian public organisations

Abstract: Human Capital Management (HCM) offers a new lens through which the development and training needs of all employees in public sector organisations may be assessed. While the essential elements of HCM are gaining acceptance among scholars and practitioners in the field of public administration in developed countries, the usefulness of the approach in developing countries has not been tested. Promoters stress that the underlying theme of HCM is to emphasise the value of human resources within an organisation, and the criticality of strategic management of people. Translating these goals into practice is the challenge for public leaders and managers. The authors provide an operational model of HCM that has been developed through research and applied in three US federal agencies, and use the model to identify leaders' training and development needs in three Egyptian public organisations.
