Abstract: The commercial success of the future mobile networks relies largely on its flexibility in providing adaptive and cost-effective services. Based on the analysis of the basic architecture of Future Heterogeneous Wireless Networks (F-HWNs) and their implication on Dynamic Network Planning (DNP), a policy-based service-driven approach is proposed and its prototype implementation called PoDNP is presented in this paper. PoDNP especially advocates the context-aware adaptability of network planning via Policy-Based Management (PBM) method and the service-driven nature of DNP.
