Abstract: The Disaster recovery plan, in most cases, lacks having multiple perspectives on the process and analysis of the ripple effects of disaster on recovery. Understanding factors that speed or impede disaster recovery is challenging for decision-makers to allocate scarce resources after a disaster. This study proposes a blockchain empowered framework that includes desired outcomes, approach, and the timeline for disaster recovery to improve interaction, collaboration, and resilience. The proposed decentralised framework provides secure transactions, accurate information accessibility, fast communication, and efficient coordination for the involved organisations in recovery operations through blockchain technology. Blockchain technology offers a collaborative sequence of authority and alters a cultural and societal shift by promoting trust and transparency. The proposed framework aims to assist disaster managers and researchers in making more efficient decisions in rehabilitation and reconstruction programs.
