Through thematic analysis of interviews, organisational documents, and observations, the research identifies HPM adoption as a decentralised and self-emerging process. The findings show that HPM combines traditional and agile methodologies to meet diverse project needs, strongly emphasising adaptability. Key insights reveal that HPM fosters transparent stakeholder engagement and is driven by the unique composition of project teams and specific project challenges. This study underscores the importance of continuous learning and adaptation in HPM implementation, highlighting the dynamic and iterative nature of the process. The research contributes to a deeper understanding of the operational dynamics of HPM, providing significant theoretical insights and practical recommendations for successfully navigating complex project environments. Therefore, the primary aim of the research is to identify and analyse the existing gaps in the literature concerning project management and digital transformation. Accordingly, a systematic literature review (SLR) method, combining Kitchenham's literature review guidelines and the PRISMA diagram was applied, using 302 articles to address the research questions posed. The discussions focus on three categories: obstacles, opportunities, and threats organisations face when implementing digital transformation projects. The emerging opportunities in this field are explored, and the relationship between the success of project management in the context of digital transformation is analysed. Significant findings include adopting strategic approaches to achieve business objectives in digital transformation. The importance of considering aspects beyond technological boundaries is highlighted, and the research points to the relevance of understanding the social and competitive implications of digital transformation in businesses. Using the preferred reporting items for systematic reviews and meta-analyses (PRISMA), the study analysed various scholarly articles to extract key themes related to soft competencies. Thematically, these skills were classified into distinct categories to highlight their significance in team-based work environments across various industries. The study identified 34 key soft competencies as essential for effective team performance. These skills were organised into five major themes: people skills, management skills, personal attributes, professional conduct, and wellness and stress management. The findings significantly affect organisations seeking to improve overall team performance. By understanding and fostering the development of these soft competencies, companies can enhance employee engagement, reduce conflict, and promote a more cohesive work environment. This paper provides a comprehensive synthesis of the existing literature on team soft competencies, offering a unique perspective on their categorisation and importance in the workplace. From the resource-based views (RBV), the result indicates that public sector capabilities are 'intangible assets and core competencies', resilient enough to improve PPP performance. A stratified sample of 453 participants participated in this study, mainly from less immature PPP markets (Ghana) and within PPP contractual project environments who responded to a self-administered questionnaire. Partial least square-structural equation modelling (PSL-SEM) was used to analyse the data. The finding suggests significant direct effects of resilient public sector capabilities on project performance on cost, time, quality, scope, effective resources utilisation, and risk. The paper further suggests that technical expertise; communication skills; leadership; managerial competence; problem-solving abilities; capacity to adjust and respond to project uncertainties; and interpersonal skills and feedback for conflict resolutions resiliently facilitate public sector capabilities for successful PPP project performance.
