Though the Public Procurement Authority has made many strides in the adoption of e-procurement in the Ghanaian Public Sector, the pace for the implementation and adoption is still very slow. Thus, the aim of this study is to evaluate the critical factors for the implementation of e-procurement in Ghana. With the knowledge of these critical factors for e-procurement implementation a survey was conducted involving 60 procurement professionals. The mean score ranking test was then used to determine the factors that were significant to the implementation of e-procurement. The results revealed that availability of internet, power stability, capacity enhancement of procurement officers, availability of infrastructure were important critical factors when it comes to implementation of e-procurement while the mandatory use of e-procurement, technical interoperability budgetary control among others were of less importance. This study therefore evaluates the critical factors for e-procurement implementation in public sectors. The implication is that the finding offers useful factors that will guide the stakeholders and policy makers in e-procurement implementation. Private sector purchasing in Western economies is often seen as a benchmark for public procurement in terms of efficiency, management processes and the management of spending. We present the results of a literature review and a survey about this topic that was carried out in Hungary. The number of publications that compare the two fields is low, even in Western countries, however, the Hungarian data and evaluation show similarities with earlier international findings. Results indicate that supplier management is more important for private organisations, while public entities focus on the procurement process and the administrative requirements of national regulations. It lists 73 journals by name, classified in 12 fields of science. We find a dominance of food journals, with journals in supply chain management and IT in a stable second and third position. Articles are coded for nine possible topics and divided into two categories: theoretical and empirical. An increasing Berry index for the nine topics shows an increased dispersion across the various topics. Out of the 43 case studies, 36 relate to the food industry, although more recent publications also deal with other sectors. A questionnaire survey was conducted among 53 tender committee members in seven COEs in Ashanti Region, Ghana. Respondents were interviewed using tools for assessing transparency which were spelt out in five thematic areas. Data obtained was analysed through percentages, mean scores and relative importance indices. Findings show that the average percentage level of compliance with the transparency provisions in Act 663 among the COEs is 77.4%, indicating that the COEs complied with the transparency provisions in the Act 663. Bid ratios are assumed to be random, obeying two-sided power distribution (TSP). A reasonable bid ratio is found to decrease with increased number of bidders. The Monte Carlo simulations demonstrate that the computed reasonable bid ratios under the assumption of TSP distribution are proven to be very close to those under beta distribution and those from empirical data and are more accurate than those estimated from triangular distribution. Using Indonesian public procurement as a case study, this paper shows that reasonable bid ratios with uncertain numbers of bidders are lower than the traditional cut-off point. To make the proposed model operational, this paper also presents a simple protocol including the determination of minimum sample size required for TSP approximation. With the advent of DEA models, inverse DEA is applied to modify the inputs and outputs of DMUs without affecting their efficiency. InvDEA models are applied when the decision makers need to change the input-outputs of the DMUs to a certain level without affecting their efficiency. InvDEA models are extended when the input-output data are imprecise and available in the intervals form. However, regarding uncertainty, complete information about the input-output data is not available in many real world applications. To address this problem, this study deals with the InvDEA problem in an uncertain environment. In this paper, inventory models for deteriorative items with time dependent exponential demand under inflation and the optimum solution is derived in higher order equations. In response, local governments are leading other public and even private organisations on sustainability efforts in general and in sustainable procurement in particular. The research on what drives a local government's involvement in sustainable procurement is scarce. This study analyses survey responses from 207 US regional and local governments to create a model analysing organisational, regional socio-economic, and regional demographic variables and demonstrates that political leanings, degree of professionalisation, and access to decision makers are the most significant predictors of variance in adoption of sustainable procurement practices. We conclude that ethical spending of public dollars to achieve sustainable outcomes (i.e., sustainable procurement) is more likely to be influenced by the political leanings of the population than by the capacity of the local government to institute and enforce sustainable practices. Many deteriorating items pusses the seasonal demand pattern. Generally, the sellers made a bulk purchase during the season and used the replenished inventory over a number of successive demand seasons. Thus, the inventory models for deteriorating item with a seasonal demand will provide valuable managerial insights. We developed a deterministic inventory model with price and time-dependent seasonal demand rate for items undergoing constant deterioration. Replenished inventory is used for more than one successive season and after depletion, at the end of the season order is placed for next replenishment. Shortages are considered only for one season. Time-dependent partial backlogging is considered for shortages. Analytical results for the optimality of the profit function with respect to decision variables in closed-form expressions are presented. In contrast to the earlier newsboy type problems, this study assumes that the investor makes the investment decision so as to maximise expected utility instead of expected profit. Accordingly, this paper discusses the newsboy problem, who tries to find the optimal ordering quantity so as to maximise his expected utility at a given level of initial wealth. In addition to this, it is assumed that the newsboy is a risk averse investor and the log utility function is introduced to show the level of utility associated with different levels of wealth, conforming to the assumption of risk aversion. Finally, we have developed a method to maximise the expected utility by determining the optimal ordering quantity based on the different levels of investor's initial wealth. From the numerical examples, it is clear that the optimal ordering quantity varies depending on investor's different levels of initial wealth and the sensitivity analysis demonstrates how an investor can choose the initial wealth and optimal ordering quantity to maximise his expected utility. In this paper, we investigated the potential of structural break and long memory properties with semi-parametric and parametric estimators of long memory and diagnosed the break points by the OLS-based tests. Our results showed there are simultaneously long memory and break points in TEPIX series. Therefore, to correct deduction in market memory, statistical properties and long memory tests was examined after and before of break dates. The results exhibit the same statistical pattern and long memory in all subseries divided by structural breaks. Finally, it supposed the TEPIX memory is long and true and suggested Tehran stock market cannot be considered as efficient market in transformation of information speed. Significant compensation events under cost and profit will be looked at in the subsequent papers. Quantitative research approach was espoused and purposive sampling was used to determine the respondents. Twenty-five identified compensation events were significantly tested and ranked in order of importance using the relative importance index. Inexperience, poor communication and clients with no technical background were identified to be the most significant. Factor analysis carried out indicated that variables had common underlying factors. The significant common factors of compensation events identified after reduction analysis were work interruptions, inconsistent instructions and late implementation. It was also revealed that compensation events tend to drag most construction projects. Hence, their origination must be assessed and solutions implemented for a successful project completion. The findings revealed that public practitioners in the province do acknowledge the strategic role of public procurement in socio-economic development. However, public procurement practices are not adequately implemented in line with government imperatives to accelerate inclusive and socio-economic development. There is a need to re-organise and re-align organisational structures in the province to improve public procurement practices. It is therefore critical that an effective public procurement capacity development programme and professionalisation path be established; ethics and good governance be enforced; and the importance of strategic procurement be capitalised to accelerate socio-economic development. Author-X-Name-Last: Narkhede Title: Third-party logistics service providers selection and evaluation: a hybrid AHP-DEA-COPRAS-G group decision-making approach Abstract: The objective of this study is to identify the best third-party logistics service provider (3PLSP) by using a hybrid approach, i.e., analytical hierarchy process (AHP) - data envelopment analysis (DEA) - grey-complex proportional assessment (COPRAS-G). In the first phase, AHP was used for determining the priority weights' of criteria. Secondly, data envelopment analysis (DEA) for selecting the efficient service providers based on the AHP weights, and lastly COPRAS-G was applied for obtaining final ranks of 3PLSPs for fast moving consumer goods (FMCG) supply chain in the Indian context. The criteria used in this study were obtained by taking inputs from the experts of the case supply chain. A total of ten criteria were considered namely freight cost/km, fleet capacity, vehicle quality/order, driver's quality and acceptance rate/order, distance target achieved, flexibility capability, on-time delivery, financial strength/turn over, customer support and service, and training learning and growth. A criterion, namely freight cost/km, was found to be the most significant and out of thirty 3PLSPs a service provider namely V2 was found be the best one. This research is important, as it can identify motives at the individual and organisational level, opportunities at the organisational and societal level, and willingness at the individual level, even when there is not necessarily corruption involved. The application of convenience theory is by no means an excuse for violations of laws and regulations. Rather, this article demonstrates where prevention of misconduct and crime needs attention. It is particularly at the organisational level, where opportunity structures tend to enable commitment and concealment of illegitimate financial transactions. When auditing and other forms of control are de facto absent, where the blame game occurs, and where it is impossible to trace events because documents and e-mails have disappeared, then misconduct and crime become convenient options. Literature review and excerpts have been studied in detail showing the progress in research over the years. An appropriate methodology was designed to do so. Several subjective factors were also quantified in order to calculate the costs. The DEA approach was used to calculate the weighted sums of inputs and outputs and hence the efficiency rate. Based on the rate, the beneficial supplier was chosen. The company allocated 200 million INR for outsourcing. The method figured out that even with the best choice being selected, approx 112 million INR would actually be consumed, taking into account many factors. A well developed approach and strategy for offshoring greatly affects the total cost of outsourcing. Journal: Int. The proposed modifications to the agency model define a new approach to regulatory impact assessment. In the case of two bidders, the restrictions on criteria number and scoring weights are identified. The paper discusses several reasons to consider the quality of scoring rule as a critical success factor at procurement stage of public-private partnership projects as well for public procurement itself.
